Step-by-Step

Open image in Photoshop Elements

Duplicate background layer and hide original background

Make a Selection using Subject Select or one of the selection tools

Refined using Refine Edge - output to New Layer with Layer Mask

Duplicate Background Layer and hide (safety layer)

Click on the Graphics button at the bottom of the screen, set to Backgrounds and choose a new background

Or Open a new background image, drag and drop into the working file

Don't forget to Save.
