Step-by-Step:
Old West - New City

Make a new file at the defaut Photoshop Elements size (600x400 at 300ppi)

Add 3 photos
Â
Old west on bottom, city in middle, girl top layer
Â
Align the city on the old west street
Â
Use ctrl+t to bring up the control handles to adjust the size, and skew of the photo
Â
Sepia Tone the old west street
Add Hue/Saturation Adjustment Layer, colorize and adjust Hue to taste
Â
Lower contrast
Add Levels Adjustment Layer and bring bottom slider controls slightly in
Â
Add Dust and scratches
Filter Menu, Noise, Add Noise
Â
Make a 2/3 layer mask for city
Use the rectangular marquee tool and drag from top right corner towards lower left to cover about 2/3 of project. Hit the Add Layer Mask button.

Blur layer mask
Filter Menu, Blur, Guassian Blur
Â
Remove background from subject
Use Select Subject or your favorite selection method to remove the background from the subject.Â
Add Levels Adjustment Layer and adjust image
