Step-by-Step
Open image in Photoshop Elements
Duplicate background layer and hide original background
Make a Selection around the Jacket
Add a Hue/Saturation Adjustment Layer for Jacket
Add a Values Adjustment Layer for Jacket
Adjust Values in Face by first adding a Levels Adjutment Layer and then masking out the parts you don't want to adjust
Make Layer Mask for Face and Background
Fix the Eyes by painting out the pupils and then adding a highlight
Don't forget to Save.
