Step-by-Step:

Make New File in Photoshop Elements - Photo size 4x6.

Open your dog photos so that they are in the Photo Bin

Choose a new background - Open the graphics by clicking on the Graphics button at the bottom right corner. You should be in By Type and Backgrounds. Choose a nice background.

Choose a Frame - In the Graphics panel click on the dropdown that says Backgrounds and change that to Frames.
Choose a nice frame.

Open the Photo Bin (button bottom left) and drag a dog photo into the frame where it is a solid gray. Your photo will be resized and inserted into the frame.

Use the controls at the top left corner of the photo to adjust the rotation, size, or change to a different photo.

The frames come in as a layer group. To delete a frame you will need to delete the layer group.
