There are four ways to bring a photo into a project as a new layer in Photoshop Elements. This video demostrates all four techniques

1. The Place command in the File menu
2. Drag from the Photo Bin
3. Drag n Drop from one open file into another open file
4. Copy from one photo and paste into another  photo

I usually use the Drag n Drop technique but any one of these will do the job. So try them all out and use the one you like best.
